Only Tallowmere runs the monthly levy mechanism proposed for Meridian. Modelled at 100% recovery with a one-month lag, it has recovered 87% on average with an effective two-month lag — diesel moves faster than the levy resets, and the gap compounds in rising-price months. Kestrel uses quarterly rise-and-fall and has recovered in full. If Meridian keeps a monthly levy, precedent supports pricing recovery at 85–90% or moving to a fortnightly reset.
